LABOUR GOVERNMENT HAS WORK TO DO TO DECARBONISE THE VAN AND LOGISTICS INDUSTRY, WARNS BEDEO AHEAD OF UK BUDGET

· BEDEO urges the new Labour government to prioritise stronger incentives for electric light commercial vehicles (eLCVs) in the upcoming UK Budget
· This is a critical moment for the UK government to act, warns BEDEO, as the van industry is currently falling short of meeting the Zero Emission Vehicle (ZEV) mandate, which requires at least 10 per cent of new vans to be zero-emission IN 2024
· Just 5.1 per cent (10,260) of all new LCVs (<3.5t and Rigids between 3.5 – 4.25t) registered this year are battery electric, versus 5.6 per cent in 2023*, a way off the ZEV mandate, which will only get stricter by 2030
· Low eLCV registrations come at a time when diesel LCVs are proven to contribute 40 per cent of the logistic sector’s pollution, according to a recent report from McKinsey & Company**
· While the market for new eLCVs is low, there’s a growing opportunity to retrofit diesel vans with electric drivetrains, proven to be a cheaper and more environmentally stable solution
· BEDEO calls for more financial incentives, including grants and tax breaks, and streamlined retrofitting regulations in the upcoming Budget, to support industry growth
· France’s successful retrofit incentives show how the UK can accelerate fleet electrification and emissions cuts. BEDEO recently announced a partnership with Automobiles DANGEL to manufacture and distribute BEDEO’s proprietary Reborn Electric retrofit solution in France

Farnham, 23 October 2024:

BEDEO, a leader in fleet electrification and retrofit technology, is urging the new Labour government to increase support for the UK van fleet industry in the upcoming 30 October Budget. With just over two months remaining before year-end, the sector faces growing challenges in meeting the Zero Emission Vehicle mandate for electric van sales, a key issue as LCVs are now the largest polluters in the logistics industry, according to a recent McKinsey & Company report**.

Osman Boyner, Founder and CEO of BEDEO, said: “Back in March [2024], the outgoing Conservative government failed to recognise or support the van fleet industry in its Budget. Now the current Labour government must act. We are currently 50 per cent off the target for the ZEV mandate for new electric light commercial vehicles (eLCVs) in 2024. Market share is down to 5.1 per cent from 5.6 per cent in 2023* – it needs to be 10 per cent. Retrofitting diesel vans with electric drivetrains can help, but as a tool to electrify, retrofitting needs recognition and support. Electric retrofitting for vans is a crucial solution for businesses, especially as they [businesses and fleet managers] grapple with costs and operational concerns when transitioning to brand-new electric vans – it just makes sense to retrofit what’s already there to run on electric power.”

BEDEO is urging the Government to expand support for retrofitting, which remains an unregulated and unsupported method despite being one of the most cost-effective and least disruptive options for fleet operators and SMEs. BEDEO’s proprietary Reborn Electric solutions can unlock many benefits for fleet owners including lowering total cost of ownership, a reduction in tailpipe emissions,

lowering carbon emissions at a vehicle manufacturing level, plus the ability to retain the original vehicle’s fit out.

Available in pure electric form, the BE models can either be fitted with a 37 kWh, 75 kWh or 110 kWh battery, which provides drivers with 117 km, 248 km or 364 km WLTP range respectively. Whereas the range extender RE-100 retains the original diesel engine and adds a 37 kWh battery to provide 117 km of electric range and 600 km through its range extender. The RE-100 provides the ability for fleets to travel in towns and cities on electric-only mode and utilise the original (often Euro 6 standard) diesel engine to drive to and from the out-of-town depots.

Osman Boyner, Founder and CEO of BEDEO, continued: “The upcoming Budget presents a real opportunity for the new Labour government to introduce comprehensive incentives for retrofitting, following the lead of France, where financial backing has rapidly decarbonised van fleets. With the right support, the UK could do the same. This is the quickest and most affordable way for businesses to meet net-zero targets. If we don’t invest in electric retrofit for vans now, I believe the UK will miss a critical opportunity to significantly reduce emissions while promoting a circular economy.”

France’s fleet decarbonisation efforts, which offer subsidies of up to €8,000 per retrofitted vehicle, serve as a blueprint for the UK to follow. BEDEO is urging the UK government to introduce similar financial incentives and streamlined regulations to drive the electrification of van fleets, ensuring the UK keeps pace with its European neighbours and accelerates its progress towards net-zero goals.

A study by ADEME, France’s Environment and Energy Management Agency, found that retrofitting can reduce greenhouse gas emissions by up to 87 per cent***. With over four million vans on UK roads, many of which will remain operational into the 2040s, the potential environmental impact is significant. BEDEO’s Reborn Electric range offers a solution for fleet operators, providing zero-emission alternatives without the high costs of replacing entire fleets.

BEDEO’s recent whitepaper**** highlights key barriers, including cost and limited availability, preventing fleet operators from fully embracing electrification. BEDEO believes the upcoming Budget is a critical moment for the UK government to address these challenges through targeted policies. It urges government officials and policymakers to read the whitepaper to understand the power and efficiencies of electric retrofit, not just to boost eLCV numbers, but also to increase UK jobs and reposition the UK as a leader in van fleet electrification.

BEDEO Reborn Electric RE-100 Tipper at IAA_portrait

Hanover, 16 September 2024:
BEDEO continues to lead the charge as it announces a major partnership milestone with France-based Automobiles Dangel (Dangel). Confirmed today at the IAA Transportation show in Germany, BEDEO and Dangel have signed a strategic partnership that will see Dangel manufacture and retrofit BEDEO Reborn Electric systems for the French market from its facility in Alsace. Under the agreement Dangel will sell directly to French customers under the marker of DANGEL, powered by BEDEO. The announcement comes at a time when BEDEO also makes the European debut of its proven Reborn Electric retrofit systems for large vans, at the famed IAA Transportation event.

BEDEO has been at the forefront of vehicle electrification systems since 2009, and more recently, the company was responsible for the electrification of Stellantis group’s large LCV family (GVW: 3.5-4.5t), supplying and assembling electric drivetrains from 2019 to 2024. Responding to the market with an electrified retrofit system to help businesses decarbonise their large van fleets, BEDEO has also created an approved electric retrofit system for Stellantis’ large vans (in the X250 range, which includes the popular Citroën Jumper and Peugeot Boxer and Fiat Ducato). The Reborn Electric programme converts existing diesel vans to run on battery electric (BE) or are range extended (RE), with full approval from Stellantis.

Shown at IAA Transportation with its new industry partner for France, BEDEO made the European Debut of the Reborn Electric system, in RE-100 tipper form, on Dangel’s stand. Powered and underpinned by its owned, proprietary e-solutions, including in-wheel motor (IWM) technology, inverters, and battery packs, BEDEO’s Reborn Electric packages are developed and manufactured in-house to OEM production-approved standards.

Osman Boyner, Founder and CEO of BEDEO said: “The French retrofit market for large vans is gaining momentum, and our strategic partnership with Dangel is in direct response to this demand and need to decarbonise LCV fleets. Working with Dangel will enable our homologated Reborn Electric solutions to reach a wider range of French fleet users, and benefit from Dangel’s experience and expertise in LCV transformation. Dangel will collaborate with our team at BEDEO to integrate our proven system into any Stellantis-based large vans of the X250 platform [Fiat Ducato, Citroën Jumper, Peugeot Boxer, Opel Movano] on a dedicated manufacturing line at Dangel’s facility.

“This is an important moment, particularly at IAA on a global stage, to demonstrate the potential of retrofitting and to partner with a trusted company that can drive the transition from diesel to electric. Considering the European reach and ideally situated manufacturing plant in Eastern France, this agreement could be extended to other European countries in the near future – retrofit is the most cost-effective, least intrusive way of electrifying a fleet.”

Reborn Electric is available in pure electric form –BE – and the models can either be fitted with a 37 kWh, or a 75 kWh battery, which provides drivers with 117 km or 248 km WLTP range respectively. It sits alongside the range extender (RE) version, available in RE-100 form, which retains the original diesel engine and adds a 37 kWh battery to provide 117 km of electric range and 600 km through its range extender. The RE-100 enables fleets to travel in towns and cities on electric-only mode and then to utilise the original (often Euro 6 standard) diesel engine to drive to and from the out-of-town depots.

Dangel, who has been converting Citroën and Peugeot vehicles to run on off-road systems since 1980, has recently extended their 4×4 expertise the other two Stellantis brands, Fiat and Opel. The company has a proven track record in sales, aftersales and manufacturing, and will market the Reborn Electric line alongside its current 4×4 offering. The DANGEL, powered by BEDEO vehicles will be manufactured and tested at the Sentheim facility in Alsace, France. Under the licence, Dangel can sell directly to all French fleets, businesses and end customers.

Currently, there’s high demand for retrofit in France as the Government provides an €8,000 subsidy for fleet owners adopting retrofit. Speaking of the market opportunity and the need to adopt a circular economy, Philippe Hébert, Directeur Général of Automobiles Dangel said, “BEDEO’s Reborn Electric range will enable Dangel to offer a complete range of solutions to meet all driveability requirements: from Trek, with improved driveability in two-wheel drive, to 4×4, via the retrofitting of diesel vehicles. In this way, we are reaffirming our position as a key partner for both private and professional customers.”

Stellantis has approved the BE and RE versions, thus opening the retrofit market to the in-wheel motor-enabled solution from BEDEO – the first of its kind in the world. The BEDEO Reborn Electric package already has EU-Type Approval and BEDEO will work with local authorities on a case-by-case basis for national approvals where necessary.

Media are invited to visit BEDEO on Dangel’s stand at IAA Transportation in Hanover, Hall 13, booth E77. Osman Boyner, BEDEO Founder and CEO

“Retrofit is going to be important in our [the UK’s] quest for not only a circular economy, but also to adopt electrification, and I’m surprised they [the UK government] aren’t doing more to support it – when you look at how popular Vinted and eBay are for fashion – why can’t we do that with cars and vans? Why do we have to just buy new?”

Light Commercial Vehicles Tread Heavy On The Environment – We Can’t Wait Until 2030, Warns Fleet Electrification Experts

Alarming research from McKinsey & Company (McKinsey) reveals that light commercial vehicles (LCVs) account for 40 per cent of all logistics-related emissions, which is eight times higher than the five per cent attributed to air freight. Fleet electrification experts at BEDEO urge both industry and government to seriously consider electric retrofitting as a solution to reduce the LCV sector’s emissions immediately, rather than waiting until 2035 and beyond.

Farnham, 19 August 2024:

A recent McKinsey & Company (McKinsey) report on pollution highlights that light commercial vehicles (LCVs) are the largest single contributor within the logistics industry (40 per cent). BEDEO, a pioneering leader in the electric mobility sector, urges governments and policymakers to take immediate action and acknowledge the power of electric retrofitting for large vans. Failure to do so could mean missing a critical opportunity to significantly reduce emissions while promoting a circular economy, warns the UK-based fleet electrification experts.

The McKinsey report* is live at a time when UK-based battery electric LCV (eLCV) registrations are declining and diesel-powered LCV sales are rising. Data from the Society of Motor Manufacturers and Traders (SMMT) show that just 5.1 per cent (10,260) of all new LCVs (<3.5t and Rigids between 3.5 – 4.25t) registered this year are battery electric, which has reduced from 5.6 per cent (11,016) market share in 2023. In contrast, Diesel <3.5t sales this year are still on the up, reaching 187,223. New registrations in July 2024 – over 5,000 more than last year (2023)**.

BEDEO believes that high upfront costs, limited availability, and perceived reductions in load space are significant barriers to buying brand-new eLCVs. However, BEDEO’s innovative ‘third way’ – retrofitting an electric powertrain through its Reborn Electric programme – provides a cost-effective alternative to purchasing a brand-new eLCV, offering electrification at a significantly lower price while preserving load space and reducing the overall CO2 emissions produced by LCVs.

McKinsey’s report, released earlier this summer, emphasises the urgent need for fleet owners, OEMs, and policymakers to take stronger action in reducing LCV-related tailpipe emissions. BEDEO urges large van fleets and regulators to recognise the potential of electric retrofitting, particularly with its Stellantis-approved Reborn Electric system, which adds an electric powertrain to ageing diesel vans, giving them a new lease of life. This method is the subject of BEDEO’s whitepaper, titled ‘Accelerating the Transition, Supporting our Businesses: Enabling Low-Emission Fleets with Retrofit Electrification’, which underscores the critical need for introducing incentives for those looking to retrofit, and for retrofitters to be tighter regulated and scrutinised on safety and quality standards.

Osman Boyner, BEDEO Founder and CEO

Osman Boyner, Founder and CEO of BEDEO said: “No longer can we hide from the facts – LCVs are the single biggest polluters in the logistics industry. Our reliance on them isn’t going to reduce, and for good reason – LCVs are the backbone of the logistics industry – however, we need to rethink the way we power them [mainly with fossil fuels] and offer cost-effective electric versions now, and not just wait until they’re banned – that could be in 2030, 2035 or even beyond that.

https://www.mckinsey.com/capabilities/operations/our-insights/decarbonizing-logistics-charting-the-path-ahead“Our solution is to offer retrofitting. Retrofitting electric powertrains is a pragmatic solution to achieve a faster LCV transition to net zero. The ‘TCO2’ approach, as we have coined it, combines total cost of ownership and CO2 considerations, offering a sustainable and economically viable path forward for large van fleets across the country. We have worked tirelessly to ensure that our retrofit solution ensures a lower TCO compared to investing in entirely new [large van / LCV] fleets, with operators able to realise savings on fuel and maintenance while also allowing for operational continuity – retrofitting can be accomplished with minimal downtime, ensuring that fleet operations remain uninterrupted.

“The UK van industry truly is at a pivotal moment. Without swift action and the adoption of innovative solutions like our in-wheel motor technology, we risk falling short of our impending net-zero goals,” Osman continues. “We urge the Government to recognise and support these alternative electrification pathways, which not only make economic sense – for both the country and fleet managers everywhere – but are crucial for achieving our environmental commitments.”

Supporting this is a BEDEO whitepaper, titled ‘Accelerating the Transition, Supporting our Businesses: Enabling Low-Emission Fleets with Retrofit Electrification’, which underscores the critical need for introducing incentives for those looking to retrofit, and for retrofitters to be tighter regulated and scrutinised on safety and quality standards. By embracing retrofit solutions, the UK can mitigate the environmental impact of diesel vans and passenger cars, improve air quality, and accelerate progress towards a greener, more sustainable future. BEDEO has submitted this whitepaper and other evidence for the government’s Registering historic, classic, rebuilt vehicles and vehicles converted to electric: call for evidence*** as officials review policies and processes relating to DVLA registrations for conversions.

UK Needs to Support Retrofit or Risk Leaving Country and Green Transport Goals in the Red

Farnham, 4 June 2024: BEDEO has released a whitepaper exposing major government and policy gaps in the UK EV retrofit market, despite retrofit technology being a proven accelerator for EV adoption and accessibility. The whitepaper, titled ‘Accelerating the Transition, Supporting our Businesses: Enabling Low-Emission Fleets with Retrofit Electrification’, underscores the critical need for introducing incentives for those looking to retrofit, and for retrofitters to be tighter regulated and scrutinised on safety and quality standards.

A white large van driving on a dual carriageway
The Reborn Electric range includes the RE-100 range extended option and the BE-100, BE-250 and BE-350 full electric options.

Retrofitting is already popular and well subsidised in other European countries such as France, it’s a process that converts used ICE vehicles to run on electric power, and a proven accelerator in the adoption of EVs. Not only is retrofitting a vehicle to run on electric power proven to extend the life of that vehicle, it also increases its residual value, making it a competitive alternative to buying a new electric van. Additionally, this approach reduces the total cost of ownership as well as the financial burden of buying a brand-new EV while minimising environmental impact; especially for vehicles in this category with major-built-ons in the back of the vehicle, such as refrigeration units, minibus conversions and many other rear fit-out applications. Despite these benefits, the retrofit market is perceived to be lacking in the UK, in a landscape ripe for potential that presents a promising opportunity, ready for smart incentives and enhanced regulation, as emphasised in BEDEO’s whitepaper.

The whitepaper further highlights the UK’s climate issues, as the UK is making “worryingly slow” progress towards net-zero, according to the Climate Change Committee*, showing no real signs of improvement. BEDEO’s paper notes that with an average vehicle age of 8.4 years**, many ICE vehicles registered in the UK by 2035 (zero emissions mandate***) will still be emitting greenhouse gases in the 2040s. BEDEO emphasises the need for support for light commercial vehicles (LCVs), too, which heavily rely on diesel, and travel further than the average passenger car. As of March 2020, the stats show that 4.1 million vans in Great Britain covered 55.5 billion miles annually, with lifetimes over 200,000 miles*****. This means that ICE vans, produced until 2035 or beyond, will, too, continue to emit harmful greenhouse gases beyond 2040, unless they are converted to run on electric power one way or another – with retrofitting emerging as a cost-effective and quicker solution to help meet these crucial deadlines.

BEDEO, founded by Osman Boyner in 2009, has been championing the electrification of UK fleets since the company’s UK market introduction in 2012. He said, “There’s still a lot of work to do for the adoption of EVs. When we came to the UK in 2012, it was due to the UK government’s pioneering vision and incentivisation of electrifying fleets (and passenger cars), but that seems to have fallen by the wayside.

“The UK was one of the first countries to offer the plug-in car grant, which is now no longer in use; plus the plug-in van grant, which is due to close in 2025 and has significantly reduced from £8,000 (and even upto £16,000 for the N2 category) to £5,000 in that time [from 2012 to now]! It has [the government] also got muddled up by its 2030 to 2035 ban on ICEs and lost a lot of support from SMEs, especially when the cost for them to adopt a new EV (car and van) is nearly 20 per cent more than a diesel equivalent. We just have to look at our capital city, London, for a real-world case study in the reduction in EV incentives. Through Transport for London, it [London] was one of the first cities in the world to establish Congestion Charge exemptions for electric vehicles. That exemption is being abolished in 2025. The falling incentives and government u-turns are causing a lot of confused drivers to wonder if they should switch to electric or not to power their next vehicle, and that’s where retrofit can help lessen the burden.

Osman Headshot #1
Osman Boyner, BEDEO Founder and CEO

“Retrofit is going to be important in our [the UK’s] quest for not only a circular economy, but also to adopt electrification, and I’m surprised they [the UK government] aren’t doing more to support it – when you look at how popular Vinted and eBay are for fashion – why can’t we do that with cars and vans? Why do we have to just buy new?”

While currently still small-scale in the UK, companies like BEDEO are putting retrofit on the map, with BEDEO spearheading retrofitting’s introduction through its OEM-grade Reborn Electric programmes. These programmes use revolutionary in-wheel motors (from Group company, Protean Electric) to enable the electric powertrain conversion, as well as proven, turn-key batteries and chargers, trusted by Stellantis and other large suppliers, from BEDEO direct. In its recently launched whitepaper, BEDEO highlighted that not only is the UK government not investing in financial incentives for owners looking to retrofit their used cars – yet they do for buying brand new EVs – they are also not regulating the industry in terms of safety or best-practice in quality standards.

Osman Boyner, Founder and CEO of BEDEO, continued and warned, “At BEDEO and Protean Electric, we have been undergoing our own extensive testing and validation of our retrofit solutions before offering them to fleets and private customers. The retrofit market is a bit of a ‘wild west’ at the moment – anyone could take a used EV platform, add it to a vehicle and offer it for sale. They do not have to undergo any testing or validation, and if it’s for a classic vehicle, no MOT would be needed, either.

“Electric retrofit deserves to have its own regulation, terms and conditions to meet before converting a vehicle and putting it on the road, for the sake of other drivers and occupants of the vehicles. As such, I don’t think electric retrofit is taken as seriously here in the UK, hence it being swept to the side in terms of not only safety but also subsidies. Retrofit is a missing link in the electrification roadmap, but to accelerate growth, the government needs to support and regulate it correctly.”

The whitepaper concludes with a call to action for policymakers, industry stakeholders, and fleet operators in the UK to prioritise investment in retrofit technologies. By embracing retrofit solutions, the UK can mitigate the environmental impact of diesel vans and passenger cars, improve air quality, and accelerate progress towards a greener, more sustainable future. BEDEO will be submitting this whitepaper and other evidence for the government’s Registering historic, classic, rebuilt vehicles and vehicles converted to electric: call for evidence**** as officials review policies and processes relating to DVLA registrations for conversions.

The compact and lightweight in-wheel motors are fitted to the rear axle, ensuring no suspension or rear cargo modifications are necessary, thus preserving ground clearance, load space and existing cargo systems.

As a pioneer in sustainable transportation since 2009, BEDEO is renowned for its trailblazing initiatives in electric mobility, having been at the forefront of revolutionising transportation for over a decade. Already the preferred partner for blue-chip customers in logistics, e-commerce and other waste management solutions, Medisort’s utilisation of the RE-100 further underscores the capabilities of its Reborn Electric solution.

Stuart Brittle, Managing Director of Medisort, said: “The ability to upgrade and electrify our existing fleet without changing our rear cargo fit-out is key for us to keep our operations running effectively and efficiently. We cater to companies that facilitate and house some of the most vulnerable within our communities, and the work we do is essential in keeping those businesses running. The ability to start our journey towards a greener, more sustainable future without jeopardising any of our key partners or clients is a huge step towards transforming our fleet and our operations to keep doing what we do, just in a more sustainable, flexible and cost-effective manner.”

CEO and Founder of BEDEO, Osman Boyner, said: “Companies like Medisort serve as the backbone of countless communities, and it’s imperative that they sustainably continue their vital services well into the future. As we continue to advocate for effective and robust e-solutions in the market, we are enablers on the path to this sustainable future. BEDEO is committed to being a driving force behind the transformative journeys of companies such as Medisort, ensuring they thrive in a greener tomorrow.

“With our extensive experience as a Tier 1 supplier to global OEMs such as Stellantis and a focus on the quality of the solution, BEDEO offers in-house manufactured and owned technologies like the RE-100 Range Extender used by Medisort today. These solutions empower businesses to swiftly transition their fleets, surpassing expectations in both speed and affordability compared to purchasing brand new vehicles. Our systems enable companies to prolong the lifespan of existing vehicles while retaining crucial fit outs, ultimately minimising costs and environmental impact.”

Medisort’s decision to leverage BEDEO’s proprietary technology aligns with the growing global movement towards greener and more sustainable practices and acknowledges the need to protect vulnerable members of society. Catering to various healthcare organisations such as dentists, care homes, and hospitals, Medisort aims to significantly reduce its carbon footprint by embracing the RE-100 solution, recognising the critical importance of reducing emissions in the healthcare waste management sector. Remaining committed to addressing its environmental impact, BEDEO’s Reborn Electric retrofit solution offers Medisort the opportunity to electrify its existing fleet of large diesel vans and specialist HGVs and align with its dedication to sustainable waste management – a pivotal element in the broader circular economy.

Medisort’s proactive approach towards fleet electrification will be showcased through a phased project involving the retrofit of its vans with the RE-100, with the first BEDEO van already in service. With its second RE-100 van expected to join the fleet later this year (2024), this phased approach allows Medisort to assess performance and practicality in real-world scenarios, paving the way for the potential scalability of electrification efforts.
